TO HELP PREVENT IDENTITY THEFT, AS OF JANUARY 1, 2009, ALL VITAL RECORDS WILL BE ISSUED ON SECURITY PAPER.
SECURITY PAPER PREVENTS PHOTOCOPIES FROM BEING MADE.
