
Stretch Code Information
The 2008 Sustainable Northampton Plan, gave responsibility to the Northampton municipal government and several of its boards to petition the Commonwealth of Massachusetts for the right to adopt a code with a stronger energy efficiency component than the standard building code. Northampton was not the only community to consider this request and as part of the Green Communities Act of 2008, Massachusetts developed a second tier building code that gives cities and towns the ability to choose stronger energy performance in buildings.
This optional energy code is known as the ‘stretch code’. This stretch code increases the energy efficiency code requirements for new construction (both residential and commercial) and for major residential renovations or additions in municipalities that adopt it.
In addition, there is $10 million of Green Community grant money available annually to be apportioned among qualifying Green Communities and adoption of the stretch code is a requirement of becoming a Green Community. If Northampton becomes a Green Community, the City could use these grants to help residents, businesses, and the municipality reduce energy use or install renewable energy systems.
Adoption Process
Northampton can adopt the stretch code by a vote of City Council following a public hearing.
On March 16, the Energy and Sustainability Commission held an informational meeting on the stretch code.
The Northampton City Council has scheduled a public hearing on the stretch code for April 8 at 8 pm in City Council Chambers.
