Mayor Sciarra Announces Partial Closure of EJ Gare Parking Garage

Mayor Gina-Louise Sciarra announces that the City of Northampton has engaged Hoffman Architects to conduct a structural assessment of the EJ Gare Parking Garage following observed signs of concrete spalling, popping, and deterioration. The assessment is currently underway, with Hoffman Architects on site this week.  Based on the findings of the initial assessment, the City will close all parking spots and access from the 3rd floor transition to the 4th floor through the 5th floor, effective Monday, March 23, 2026. Approximately 220 parking spots will remain available across the 1st, 2nd, and 3rd levels for public use. Lease holder spots will not be affected. Pedestrians are asked to remain below the closed levels. Access to the Thornes Marketplace bridge will remain open. 

All vehicles currently parked within the affected closure area are asked to please move to a lower level prior to the end of day on Monday, March 23, 2026. 

Additional parking spots may be closed at various locations throughout the lower levels as the assessment and work continues. The City respectfully requests that all visitors and parkers honor the barricades and cones in place throughout the garage. Concurrently, the City has contracted with Keiter for repairs to the three stairwells located within the garage.  Also beginning Monday, March 23, 2026, the stairwell located near the garage’s main entrance, facing the Armory Parking lot, will be closed until further notice as the first stairwell to undergo repair work. Notice will be provided as Keiter transitions to the Middle Stairwell at the Thornes Bridge and subsequently to the Old Street facing stairwell.

“The safety of everyone who uses the EJ Gare Parking Garage is our top priority. While we know these closures will be an inconvenience, they are a necessary step as we work to fully understand the condition of the structure and determine the best path forward. We appreciate the patience and cooperation of our community as we work through this process and will continue to provide updates as the evaluation progresses,” said Mayor Sciarra. 

These closures and barriers will remain in place until further notice. The ongoing assessment by Hoffman Architects marks the beginning of a comprehensive evaluation to determine the best actionable direction forward for the EJ Gare Parking Garage, whether through significant structural reconstruction or consideration of alternative options.

Fraudulent text messages are circulating claiming you have unpaid tickets and directing you to click on a link to pay. Northampton Parking does not contact individuals by text, and we never accept payments via text.  People who receive an unsolicited text, email, or similar message suggesting it is from Northampton Parking should not click on the link. Similar scam text messages claiming to represent tolling agencies are also occurring. We encourage people to contact agencies directly if an unsolicited text message is received to confirm the status of the ticket.

Under state law, all holidays falling on Sunday must be observed on Monday, so free parking is on Monday. *Saturday holidays are observed on Saturday with free parking on that day. E.J. Gare Parking Garage Permits

The E.J. Gare Parking Garage is located at 85 Hampton Ave. There are a limitedE. John Gare Parking Garage number of permits for this location. If permits are sold out, you can ask to be put on the waitlist. The fee for this permit is $110 per month. Parking Administration is responsible for parking-related matters within the City of Northampton in the following areas:

  • Parking Enforcement
  • The collection and adjudication of fines and fees resulting from the issuance of parking tickets
  • Maintaining the parking ticket payment and parking permit systems
  • Parking Ticket Appeal Process and Administrative Hearings
  • The clearing of "marked" registrations and licenses through the Massachusetts Registry of Motor Vehicles upon payment of outstanding fines
  • The filing of Abandoned Vehicle Reports in accordance with MGL Ch. 90, Section 22A, and Abandoned Vehicle Hearings

  • Central Services is responsible for the maintenance of the city’s parking facilities
