Highway Division Updates

  • Last week, the Highway Division:
    • Repaired potholes on Florence Street, Fruit Street and Landy Avenue
    • Installed, removed, repaired and/or replaced signs on Arnold Avenue, Cooke Avenue, Hatfield Street, Reservoir Road and West Street
    • Installed, removed, repaired and/or replaced curb on Blackberry Lane, Chesterfield Road, Forest Glen Drive, Fort Street and Trumbull Road
    • Performed maintenance & operational timing to all school zone lights
    • Repaired trench cuts on Spring Grove Avenue and Summer Street
    • Trimmed vegetation along Florence Road and Pine Street
    • Repaired bridge decking on Mass Central Rail Trail in Leeds and on Manhan Rail Trail over Easthampton Road
  • Federal Street is reduced to one lane at the culvert crossing between Milton Street and Vernon Street until further notice
  • Lovefield Street remains closed until further notice
  • Annual ward street sweeping operations are complete and will resume in the spring; periodic/as-needed sweeping will continue through the fall
  • To report a pothole, please submit a request via the Pothole Repair Form; the largest potholes are filled first to alleviate hazards to vehicles; as hazards arise and are identified, they will be addressed
  • To report an issue with a traffic sign, please submit a request via the Traffic Sign Issue Form

Adare Place Outfall Reconstruction

  • The City has contracted with Mass-West Construction, Inc. to reconstruct a drainage outfall along the Mass Central Rail Trail near Adare Place
  • The project is complete and the rail trail is open
  • A split rail fence is proposed to be installed as part of the the resurfacing project anticipated in the fall
  • The Contractor will continue to monitor vegetation growth in the coming weeks

Dam & Flood Control System Vegetation Management

  • The City has contracted with Cain’s Mechanical LLC for vegetation management on dams within the City’s watershed areas and at various locations throughout the levee and flood control system on both the Connecticut and Mill Rivers
  • Work to mechanically remove unwanted woody growth and fallen trees and localized placement of rip rap for slope stabilization will be undertaken periodically system wide throughout the growing season
  • The Contractor has completed mowing and vegetation removal for the summer
  • Work will resume in the fall

Damon Road Reconstruction

  • MassDOT has contracted with Gagliarducci Construction, Inc. to reconstruct Damon Road from the bike path to just beyond the intersection with Bridge Road, King Street and North King Street
  • The project will provide intersection and traffic signal improvements, extended sidewalks, a shared use path and other safety improvements
  • Project completion is anticipated in October 2024
  • This week, the Contractor will:
    • Continue installing curb, sidewalk and signage and adjusting structures at the Bridge Road-Damon Road-King Street-North King Street intersection this week; the right lane on King Street & North King Street may be closed and one way alternating traffic may be in place on Damon Road during construction hours (7:00am – 3:30pm)
    • Mill the Damon Road-King Street and Damon Road-Industrial Drive intersections
  • Top course paving is scheduled for the week of September 23rd

Dryads Green Extension Drainage & Slope Improvements

  • The City has contracted with Geeleher Enterprises Inc. to construct drainage and slope improvements from the end of Dryads Green Extension to the Mill River; work also includes roadway drainage improvements
  • The project is substantially complete
  • Public Works will be on-site continuing post-construction observations throughout the summer
  • Minor site modifications will be installed in the coming weeks

Easthampton Road (Route 10) Water Main Replacement

  • The City has contracted with Jack Goncalves & Sons, Inc to replace 650 feet of water main on Easthampton Road from Earle Street to Racing Mart/Shell
  • The Contractor will continue installing the new water main connections and services this week
  • A second and third water shutoff will be necessary for tie-ins to the existing system; flyers will be distributed to affected homes and businesses at least 48 hours prior to the scheduled shutdowns

Green Street - Smith College Geothermal Project

  • Smith College is undertaking a campus-wide geothermal energy project
  • The project includes the installation of underground distribution piping across several City streets
  • Work is anticipated to last through September

I-91 Bridges over Route 5 (Mount Tom Road), Railroad and Hockanum Road

  • MassDOT has contracted with J.F. White, Inc. to construct roadway improvements to I-91 and at Exit 23 (formerly Exit 18)
  • The project will replace the I-91 bridges over Route 5, the Railroad and Hockanum Road and construct safety and signal improvements at the exit interchange
  • The project is scheduled to be completed in phases by 2025
  • I-91 southbound:
    • Daytime left lane closure Monday through Friday this week, from 6:00 a.m. to 2:00 p.m., for median excavation & restoration and temporary bridge removal
    • Nighttime left lane closure Sunday and Monday this week, from 7:00 p.m. to 5:00 a.m., for barrier removal
    • Nighttime various shoulder closures on Thursday this week, from 7:00 p.m. to 5:00 a.m., for barrier removal
  • I-91 northbound:
    • Nighttime left lane closure Tuesday and Wednesday this week, from 7:00 p.m. to 5:00 a.m., for barrier removal
    • Nighttime various shoulder closures on Thursday this week, from 7:00 p.m. to 5:00 a.m., for barrier removal
  • Route 5:
    • Daytime shoulder closure Monday through Friday this week, from 7:00 a.m. to 3:00 p.m., for curb & sidewalk installation
  • Hockanum Road:
    • No traffic impacts are anticipated this week

Levee Toe Drain Improvements

  • The City has contracted with Ludlow Construction Co., Inc. for the installation of manholes along the land side of both the Connecticut and Mill River levee systems as well as video inspection of the toe drains running parallel to the levees
  • The City or the Contractor may be on site investigating drain issues around Hockanum Road this week

Pavement Markings

  • The City has contracted with K5 Corporation to repaint pavement markings across the City including center lines, edge lines, lane lines, stop lines, crosswalks, symbols and speed humps
  • The Contractor will be painting overnight, from 8:00 p.m. to 4:00 a.m., this week

Pavement Resurfacing 2024

  • The City has contracted with Northeast Paving for paving on the following streets: Bridge Road, Burts Pit Road, Chestnut Street, Dana Street, Look Park roundabout, Loudville Road, North Elm Street, North Loudville Road, North Main Street, North Maple Street and Spring Street
  • The project also includes sidewalk reconstruction along several of the streets to be repaved and on North Main Street from Park Street to the Look Park roundabout, upgrades to curb ramps, new pavement markings, sign installation and speed hump & speed table installation (pdf) on Burts Pit Road, Meadow Street and Spring Street

  • Motorist should expect traffic delays; please seek alternate routes if possible
  • The Contractor will continue with the following work this week:
    • Adjusting structures on North Maple Street
    • Installing asphalt curb on Chestnut Street and North Elm Street
    • Paving surface/top course for sidewalk on North Main Street

Rocky Hill Road (Route 66)

  • The City has contracted with Geeleher Enterprises Inc. to repair a drain pipe near the Hampshire Jail & HOC
  • Work also includes repairs to the east bound lane pavement, curbing and sidewalk
  • Work is scheduled to resume in the coming weeks

Rocky Hill Road, Ice Pond Outlet Improvements

  • The City has contracted with Flynn Enterprises, Inc. to construct improvements to Ice Pond on Rocky Hill Road including installation of a new outlet structure and a new access road
  • Project completion is anticipated in Fall 2024
  • Questions about the project should be directed to the Office of Planning & Sustainability

Sewer Lining

  • The City has contracted with National Water Main Cleaning Company for in situ lining of the sewer main on Cherry Street, Graves Avenue, Highland Avenue, Linden Street, Maplewood Terrace, Milton Street, Orchard Avenue, Ormond Drive, Union Street and Williams Street
  • The project includes cleaning and inspecting sewer lines followed by pipe lining utilizing a technique called ultraviolet-light cured in place pipe (UV-CIPP)
  • Brief disruptions to sewer service will occur during the process and notices will be handed out one (1) week in advance with a reminder notice 24 hours before any service impact

  • Installation will run Monday through Friday, from 7:00 a.m. to 7:00 p.m.
  • Sewer main lining is complete except for Ormond Drive which is scheduled for mid to late September; a parking ban will be in effect and one-way alternating traffic will be maintained at all times with police/flagger details assisting with traffic control
  • The Contractor has demobilized and will resume lining sewer laterals on Monday, September 16th

Smith College Area Pedestrian Improvements

  • The City has contracted with Pine Ridge Technologies, Inc. to install pedestrian improvements along Elm Street from Henshaw Avenue to Paradise Road and West Street from Green Street to Lower College Lane
  • The project includes restriping crosswalk and pavement markings, replacing signage and installing rectangular rapid flashing beacons (RRFB) & flexible delineator posts
  • The Contractor will install RRFB’s in the coming weeks

South Main Street Sewer Repair

  • The City has contracted with Geeleher Enterprises Inc. to make repairs to city drains and sewers to eliminate sinkholes
  • The Contractor may begin repairs to a sewer main near 143 South Main Street this week

Tree Protection Zones

  • The fencing that has been erected in areas of the City around trees is to protect them during the different phases of utility upgrades and other construction excavations that are within fifty (50) feet of a public shade tree. This protection policy (pdf) is a requirement under the City’s trench permit policy (pdf) and ensures that public shade trees are kept free and clear from trunk and root damage.
  • Excavation contractors have a phased approach to utility upgrades where they replace the main lines first over multiple streets then return at a later date to install new services to homes and businesses. Once they complete these phases they will remove the tree protection and may erect them at another location where work has yet to begin. Their schedule, while followed closely by the DPW permit system, is largely based on their operational capacity and contractor availability.

Washington Avenue Sewer Repair

  • The City has contracted with Geeleher Enterprises Inc. to make repairs to city drains and sewers to eliminate sinkholes
  • The Contractor may begin repairs to a sewer main near 101 Washington Avenue this week
